It isn't a plugin, but i think it's a good idea; for normal members to have to say yes at least 2 times. So, here's the format I think:
[Someone's App]
TestUser1: Yes.
TestUser2: No.
That person would not get a position.
[Another App]
TestUser3: Yes.
TestUSer4: Yes.
That person would be accepted.
[Someone's App]
TestUser1: Yes.
TestUser2: No.
That person would not get a position.
[Another App]
TestUser3: Yes.
TestUSer4: Yes.
That person would be accepted.
